SC Litter Control Association
Organized in 1987, the SCLCA promotes litter enforcement, protects the environment and helps to heighten public awareness of the problems associated with litter. PalmettoPride works in partnership with the SCLCA to not only encourage law enforcement officers enforcement of South Carolina’s litter laws, but also to spread awareness of the fines associated with these laws.
Zero Tolerance Campaign
PalmettoPride, in partnership with the South Carolina Litter Control Association, promotes a “Zero Tolerance for Litter” campaign every year. The event is designed to encourage all law enforcement agencies to target littering, uncovered loads and illegal dumping. The campaign also helps to educate the public that littering is a crime with costly penalties.

Enforcement Committee
PalmettoPride and law enforcement agencies statewide continue to fight litter across the state by combining resources and making enforcement of the litter laws an important issue. PalmettoPride formed the South Carolina Enforcement Committee – made up of DNR, Litter Control, Highway Patrol and Public Safety officers – to continue the “Zero Tolerance For Litter” policy year round and most importantly, to create an effective anti-litter statewide enforcement task force.
The Enforcement Committee is made up of more than 30 agencies from thirty-one counties around the state. The officers will target frequently littered areas, dumpsites, forests, and illegal dumping areas, as well as monitoring for the illegal transport of litter.
Camera Loan Program
PalmettoPride offers different types of surveillance equipment, which enforcement agencies may borrow. With these cameras, enforcement officers have the tools necessary to keep an eye on “hotspots” in their jurisdiction. Borrowing agencies are required to send in report forms detailing the use of the cameras on litter cases.
